During the 2013-2014 school year, more than 2.7 million students in the United States received at least one in-school suspension, more than 2.6 million students received out-of-school suspensions, and roughly 111,000 were expelled from public schools, grades K-12. North Carolina ranked amongst the highest compared to other states. One key reason why NC suspensions and expulsions are higher than average is the lack of alternative discipline actions available to schools. This report offers two policy alternatives that have the potential to move the needle and reduce punitive practices in North Carolina Schools.
